SUBJECT: Agency budget planning by the Radio Officer
Although the ECDP plan (Bulletin #219) is no longer required, the
planning strategy is timeless. It shows where you are, where you
should be, and a budget plan on how to get there for communications
program needs. The latter may be the most difficult, but to prepare
and maintain such a plan shows a serious and professional approach to
planning. It is a ideal way to task your RO with budget
responsibilities, if not already done.
FEMA has been again making matching funds available for RACES and
related volunteer communications equipment. An approved RACES plan is
a prerequisite, as well as submission of a properly completed FEMA
matching funds application to the State. Although FEMA funds are
limited, there is no limit to what you can request. If your
application is approved you are given notice to proceed and a project
completion deadline. The local emergency management agency official
is basically responsible but can delegate the task to a qualified
Radio Officer. I've seen projects fail for lack of follow-through by
busy staff people that could have been rescued by a Radio Officer
